Official Job Title: Programme Specialist Duty Station: Montevideo, Uruguay

Organizational Location:
The Programme Specialist is located at Uruguay Country Office and reports to the Population and Development Regional Advisor for Latin America and the Caribbean, located at UNFPA – LACRO in Panama, who would share the performance appraisal with the head of office.

 

Job Purpose:

The Programme Specialist –PS- substantively contributes to the effective management of UNFPA-LACRO activities related to Population and Development (P&D) and Population Data (Census, Surveys and CRVS sources). S/he analyses and assesses relevant political, social, economic indicators related to UNFPA’s mandate, and their linkages to sustainable development, Agenda 2030 and the Montevideo Consensus in response to priorities defined by the regional office. The PS will support the P&D Technical Assistance process, and therefore, the post will include international travel within the region.

Major Activities/Expected Results:

Ensure that prioritized regional indicators are updated, and disseminated for effective technical and policy dialogues in the region considering the strategic plan and the national and international normative reference framework.

Identify data sources at the national and regional level to monitor and conduct secondary data analysis, according to the regional framework of prioritized indicators, especially in the areas of Sexual and Reproductive Health, Youth, gender and sustainable development at the national and sub national levels.

Support the development of information with a gender focus, differential approach (ethnic, geographic, disability, life course) and the gender marker.

Interact with external partners to develop metadata.

Conduct quality control and quality assurance of information and data sources at the national and regional level.

Generate peer- reviewed quality publications, and prepare reports relevant to UNFPA-LACRO priorities.

Contribute to the substantive implementation of UNFPA-LACRO’s GRI 2018-2022 Strategic Plan, particularly to Outcome 4.

Assists advocacy and resource mobilization efforts of UNFPA-LACRO by preparing relevant data and information.

Advice on optimal use and dissemination of quality information and data systems.

Review technical documents and ensure the alignment between national, regional document with regional prioritized indicators.

Conduct quantitative analysis as well as combining different sources of information and databases.

Support the processes of support to population data sources: Vital statistics and civil registration and Census.

Develop terms of reference and concept notes for the effective implementation of Population and Development Annual Work Plan.

Support LACRO’s Population and Development Technical Assistance System to countries.

Work Relations:  

The Programme Specialist supports the work of the UNFPA Regional Office and establishes and maintains collaborative relationships within the team. The Programme Specialist is a substantive contributor to the programme team in the LAC Regional Office as well as the regional Population and Development community of practice.
Internal contacts include the Regional Director, Deputy Regional Director, Regional Programme Coordinator, Monitoring and Evaluation Advisor, International Operations Manager, the Regional programme/ technical team.
External contacts include other UN agencies and counterparts and partners in Country programme
activities, including international NGOs, experts etc. and Population and development focal points.

Job Requirements

Education:
University degree in Statistics, Demography, Social Sciences, or other related fields with a master degree in demography, statistics, economics, public health, data management or data scientist.

Knowledge and Experience:

At least 5 years' experience at the national level in population and development issues.
Experience in writing research proposals and papers for peer reviewed journals.
Specific experience in Demographic Analysis and the utilization of population data sources.

Resource mobilization – Provides inputs to resource mobilization strategies, analyzing and maintaining information and databases on donors and developing database of project profiles for presentation to donors.

Languages:

Fluency in English and Spanish is required. French and Portuguese would be an asset.
